Closes #26152

What I did

Prepend with string to import with file:// as the error indicator is needed for windows.

btw, a semantically more correct approach would be to do

await import(pathToFileURL(middlewarePath).href)

https://nodejs.org/api/url.html#urlpathtofileurlpath-options
